Lancaster Water Reclamation Plant

The Lancaster WRP provides tertiary treatment for up to 18 million gallons of wastewater per day and serves a population of approximately 160,000 people. Recycled water is used for landscape irrigation and other municipal and industrial purposes in the city of Lancaster, and to maintain water levels in Apollo Lakes Regional Park and Piute Ponds. The remaining recycled water is used for irrigation of fodder crops.

Systech established an action plan for the general contractor to address over 200 calendar days of delay to the construction schedule. The contractor believed the delays were caused by extensive owner changes and through the manner in which the owner has undertook the management and administration of the work.

Systech provided contract management services to address ongoing owner changes, constructive and directed accelerations of the work. We conducted forensic investigations and analyses regarding liability, causation, and damages with respect to the contractor's change order requests and construction claims for time and money.
